From a file to a Microsoft Intune Elevation Rule, EPMRuleCreator analyzes a file locally, shows file metadata and signing certificates, and helps generate and upload an EPM rule. It supports exporting certificates, choosing signature-based or hash-based matching, and can run in portable or per-user install with optional Explorer context menu integration. File analysis does not require sign-in or admin rights for basic use.
